Why not just use bolt-free light shelving for everything?
Once a full level runs past the screwless joint's shear limit, the frame has to bolt to carry it; medium-duty rates the upright and beam for that next step, so the two classes are not rivals but the next rating up the same storage ladder.
Can medium-duty take a small pallet?
A bay deep enough and wide enough takes a half-size pallet by hand or trolley, provided the load stays inside the per-level rating; a full pallet with a fork is the heavy-duty beam rack's job.

Medium-duty shelving is shelving classed between light and heavy, carrying roughly a hundred to several hundred kilograms per level while keeping a manual, walk- or trolley-accessed layout rather than a forklift thoroughfare.
Rating sits in the middle, but the decision is access: a medium-duty bay is chosen where the goods are too heavy for a light board yet handled by hand — so the frame must hold the unit without obliging every line to a forklift ride.
The range between hand and forklift
A box of stationery sits fine on a light board and a loaded pallet needs a beam rack; most of real storage sits in the gap where a full shelf of spares or a half-pallet is too heavy for board stamping yet does not need a fork to move. Medium-duty shelving lives exactly there: rated per level for that hand-and-trolley workload, deep enough to take a small pallet, light enough that a picker works it standing on the floor.
When the bolt returns
Screwless keeps a light frame cheap and quick, but once the per-level rating climbs into medium duty the joints must transfer more load and the uprights need real bolting to hold position under a heavier shelf. The hybrid answer — bolted uprights, keyed boards — is the practical medium-duty form: it keeps a pickable board layout while the frame takes a load that would shear a screwless key early.
