Does a mezzanine need a forklift route?
It needs an upper-level feed — bay, conveyor or lift — for what is stored up there; light rack-and-pallet goods still ride a lift, so the added floor is worth its space to the degree the route feeding it is cheap and the goods are lift-worthy.

A mezzanine racking floor is a raised storage deck built on a steel key-frame over the ground or an existing rack, doubling shelf area where headroom is otherwise wasted, served by a lift, conveyor or crane for the added level.
It makes a second floor out of dead headroom: goods that ride light ride up, and the same footprint stores twice without the ground-level rack losing its aisle — the only dense horizontal move that is really about ceiling height.
Lifting into the dead zone
A warehouse with a tall roof and a crowded floor is a warehouse with an unused dimension sitting above head height; mezzanine shelving parks a second layout there, needing only the lift route — a loading bay, a conveyor or a hoist — to turn the vertical gap into floor area. The trade is access: the deck earns its density only through the lift that feeds it, so the decision is really about whether the added level’s route costs less than the ground it saves.
What belongs on the upper deck
Light and medium goods that do not need repeated forklift turns belong up, because their retrieval cost is a lift ride, not a rack move; heavy or fast-moving pallets stay on the ground. Choosing which goes up is the same judgment as choosing a rack at all — store the unit that pays for the height it occupies and it is a free floor, park a pallet that does not and it is a tax on every pick.
